The Soviet Liberation Monument is locating in Liberty Square, near the American Embassy and the bronze statue of Ronald Reagan. That's something you'll notice in Budapest...the Cold War still haunts its streets and plazas. Make sure to visit the monument during the day as it's not lit up at night.
