Looking for a waterfall, we found a hill

We were looking for El Valle's famous waterfalls, but were unpleasantly surprised to learn upon arrival that seeing them was no longer free -- the waterfalls were behind tall fences, and in order to gain entrance you had to pay. Well, that's not our style, but the road beyond looked enticing, so we followed it up and up until the air grew cool and a misty rain started to fall. The misty rain turned to steady rain, and we ducked under tree cover just behind a sign that read "Cerro Gaital". Cerro Gaital ended up being a park, and we followed winding trails past massive banana trees and cawing birds until reaching an unexplained fence.

Was this a private property boundary or just a test to weed out the weaker hikers. Well, we had a four-year old, so we were de facto "weaker hikers", but while walking out the rain stopped and the skies cleared somewhat, and I could see towering forested peaks. Looked enticing.
