El crecimiento económico y demográfico que se verificó en Tavira en el siglo XV contribuyó a la expansión de la ciudad fuera del recinto amurallado, siendo la Rúa de la Liberdade una de las dos calles que mayor actividad edilicia registró a partir de ese período. El mismo fue levantado durante la primera mitad del siglo XVI y debe su nombre a quien la habito, una ilustre tavirense nacida en 1892, quien falleció en 1984. Mantiene sus características edilicias originales a pesar de haber sido modificada en el transcurso de los siglos. Se puede admirar la puerta original de estilo Manuelino, así como la ventana del tercer piso en la que se manifiestan las primeras tendencias del renacimiento en Tavira. En el interior podemos ver una columna presuntamente romana, que apareció cuando se rehabilito en el edificio e integrada a la pared posterior, la que posiblemente perteneció a algún edificio público de esa época pero desconociéndose aún su procedencia. El edificio fue rehabilitado por la Cámara Municipal en el año 2004. En este edificio funciona el Banco de Voluntariado de la Cámara Municipal de Tavira. La Fundación Irene Rolo dispone en otro edificio de un Centro de Formación Profesional para jóvenes y adultos con deficiencia y desempleados; Centro de Rehabilitación; Centro de Actividad Ocupacional para jóvenes de 16 años en adelante con deficiencias graves y la atención precoz de criaturas recién nacidas y hasta los 6/7 años, portadores de deficiencia o en situación de riesgo. También y a partir de la rehabilitación realizada en 1994 provee de vivienda a jóvenes con deficiencias profundas que no tienen familia.
