The reason for this "underground city" that you will tour is that when Seattle was originally built, it was put up on muddy tide flats which would flood on a regular basis. After the great fire of Seattle the city decided to rebuild- but only with concrete and masonry buildings. At the same time they decided to raise the streets up one whole story. They built retaining walls on both sides of the streets. They filled in everything between those walls and then paved it over. Thus raising the streets (and creating the underground world you will soon discover).
