Babette Restaurant

This restaurant is in the center of Rome, near Plaza of Spain. The decor is very nice and there's a patio with outdoor seating. Monday-Friday at noon they have a pretty good buffet for only € 12 that is full of Italian workers (many of them with ties) on their lunch hour.
